Sheriff's Reports 9-19-24: Man accused of kidnapping, domestic assault

A man was arrested after he was accused to holding down a pregnant woman and assaulting her.


On Sept. 13, Cherokee County Sheriff's Deputy Justin Richardson responded to South 512 Road for reports of a verbal domestic. A woman and David Windsor were sitting outside as the deputy arrived. According to Richardson's report, Windsor pointed toward another woman, who he said called authorities, and allegedly said she needed to mind her business before saying he would kill her. When Richardson asked the man what he just said, Windsor said, "nothing." Windsor claimed the woman scratched him after he made a comment to her. The woman said she's pregnant and Windsor held her down and assaulted her. She said she scratched him to get away from him. Windsor was arrested and booked for domestic assault and battery in the presence of a minor, kidnapping, and threatening to perform acts of violence.


On Sept. 17, Deputy Jacob Phelps was running radar on State Highway 82 when he observed a vehicle traveling 90 mph in a marked 65-mph zone. The vehicle slowed down as the driver got closer to the deputy but Phelps initiated a traffic stop. The vehicle accelerated before turning onto East 690 Road and Phelps lost sight of the driver. Phelps located the vehicle, which was crashed into a barbed wire fence off S.H. 82C. He ordered the driver and passenger out of the vehicle. Brooke Cooper and Bret Hogshooter reportedly said they were eluding because they had a gun in the vehicle. Phelps advised Hogshooter it wasn't illegal to have a shotgun in a vehicle. The deputy searched the vehicle and found 13 THC vape pens, nearly two ounces of marijuana, and two smoking devices. Hogshooter claimed ownership of all the items and advised he had a medical marijuana card. Hogshooter was arrested after a field sobriety test and booked for public intoxication. Cooper was booked for eluding an officer, speeding, and malicious injury to property.


Deputy Jimmie Robertson was dispatched to Oaks Road Sept. 12 in reference to a domestic disturbance wherein a woman was accused of being verbally aggressive toward a man. The man said he wanted to Candace Goddin to leave the property, but Robertson said he'd need to evict her in order for the deputy to make her leave. Deputies went to speak with Goddin to ask if she had a place she'd rather go to, but she ended up throwing M&M's at them. According to Robertson, the woman resisted them when they were arresting her. Goddin was transported to jail and booked for assault and battery on a police officer and resisting arrest.
